Transparency International Ukraine’s pilot “European Cities Index 2025” placed Kyiv and Lutsk at the top of a 11-city comparison carried out from October 2025 to July 2026. Kyiv received 55.3 points; Lutsk scored 53.4. The study averaged 44 points across the sample.
Analysts evaluated six governance areas—openness of city councils, electronic services, open data, public finances, integrity and anti‑corruption, and accountability—using 40 indicators per area. Kyiv scored highest in electronic services, receiving 70 points for that subindex, and was identified as the best city for the “single point of entry” approach, with 14 of 15 thematic site sections present. By contrast, open data was the weakest area overall, averaging just 23.1%.
The report also flagged uneven strategic planning and public reporting: only Kyiv, Kropyvnytskyi and Lutsk had up‑to‑date development strategies for 2025, and none had published a 2025 monitoring report by July 2026. Chernihiv and Poltava recorded the lowest scores in the pilot. The full findings come from the Transparent Cities programme of Transparency International Ukraine.
