The proposal, registered by city councillor Stanislav Dolid and reported 18 August 2026, would transfer ownership on the accounting registers from KP "Agency for Strategic Development of Bila Tserkva" to the city’s Department of Communal Property and Concessions.

The list includes non-residential units and infrastructure in Bila Tserkva and Tomylivka: a non-residential premises at Mykhaila Hrushevskoho Boulevard 40 (premises 97), several buildings at Stavyshchanska 130 (including warehouses, a lime facility and a water tower), multiple storage and cold-storage facilities at Tomylivska 69, and eight objects on Uzynska 4 in Tomylivka such as a boiler house, pump stations and a 500 m3 water tower.

The draft specifies a formal acceptance-transfer act, updates to accounting registers, and an inventory by the Agency before handover. It stresses this is a change of balance holder, not a sale or privatization. Final transfer will depend on a city council vote; the document remains a project until councillors decide.
