Interior Ministry proposals include returning 'Phantoms' (mobile speed‑enforcement cars) and installing dozens of new speed cameras; lawmakers have drafted higher fines, lower speed tolerances and a penalty‑point system. For Kyiv drivers and pedestrians this could mean more mobile speed patrols and cameras on central arteries and stiffer penalties for repeat offenders.

President Volodymyr Zelensky announced RNBO would consider strengthening road‑traffic safety after a petition from the father of 12‑year‑old Grisha Glushich (killed on Chokolivsky Boulevard) and a separate crash on Velyka Vasylkivska in central Kyiv.

At an RNBO meeting, the Interior Ministry (MVS) put forward concrete measures: reintroducing “Phantoms” — patrol vehicles equipped to record speeding while moving — and bringing dozens of new automated speed cameras online. MVS also cited draft initiatives on passenger‑transport safety and rules for light electric vehicles.

Parliamentarians have proposed legislative changes already under consideration: significantly higher fines for speeding, lowering the unpenalized threshold from +20 km/h to +10 km/h with penalties per each +10 km/h, and a cumulative penalty‑point system (driver licenses temporarily suspended at 15 points for experienced drivers and 10 for novices, with required re‑examination). Legal experts note RNBO itself cannot change laws but can recommend or task the government and legislature to act.
