Znaj.ua, citing an interview on Day.LIVE, quotes Oleksiy Tikhonov, head of the supervisory board of the NGO National OSBB Platform, advising Kyiv multi‑storey buildings to arrange their own reserve power ahead of winter. Tikhonov says the minimal option is a generator; a more complex solution is a hybrid solar station with batteries.
He estimates a full backup system for a 25‑storey building with about 200 apartments would cost roughly 2–2.5 million UAH. Funding can be split through co‑financing programs and Kyiv’s revolving fund: under some schemes residents would cover about 30% while 70% is compensated, which Tikhonov calculates could translate to roughly 100 UAH per apartment per month over two to three years.
Tikhonov stresses that communal reserve power is intended first for building critical systems—water supply, heating support and elevators—not to guarantee lights in every flat during outages.
