Kyiv City State Administration, referencing a National Bank of Ukraine advisory, warned residents to be cautious when a seller asks for payment but says the fiscal receipt will be provided later. The administration notes such a request can be a sign of fraud or a tactic that makes it harder to prove a purchase.

Officials say sellers may blame technical problems, but buyers should be wary. A fiscal receipt records the seller’s name and address, tax number, cash-register data, date and time, items bought, prices, total amount, payment method, a fiscal number and a QR code. The receipt can be issued electronically (SMS, PDF, email, app) rather than on paper.

Practical tips repeated in the advisory: refuse to pay without any receipt, avoid entering payment details on suspicious websites, and use cash-on-delivery when buying from a seller for the first time. If in doubt about a seller’s reliability, do not complete the purchase.
