Bila Tserkva completed the reorganisation of three municipal medical institutions after a city council session on 27 August 2026. Hospital No.3 and the municipal maternity hospital were attached to City Hospital No.2, which now operates as a single communal enterprise under a new charter and with statutory capital exceeding 84 million UAH.
City health chief Serhiy Loban said the move responds to changes in national health financing, where hospitals now receive funds for specific services rather than by bed count. Officials noted the maternity hospital had financial problems and aging equipment; councillors raised concerns about a non-functioning ultrasound in the emergency area, old beds and instruments, and incomplete spending on a women’s consultation project.
City secretary Volodymyr Vovkotrub said the reorganisation aims to increase the number of NSZU medical packages the municipality can offer and to resolve staff salaries, property transfers, and funding so residents do not need to travel to Kyiv for care. The National Health Service of Ukraine has been consulting city officials during the process.
