The Kyiv City State Administration (KMDA) reported that nine pilot groups for children from six months have opened in municipal kindergartens. The groups operate across five districts: Holosiivskyi, Desnianskyi, Dnipro, Solomianskyi and Shevchenkivskyi.
Deputy head of the KMDA, Valentyn Mondryivskyi, said the move responds to demographic shifts caused by the war and labour-market needs: creating early-age groups can help parents return from maternity leave sooner and provide additional workforce resources for employers. KMDA says pilot groups are launched only in facilities that meet necessary conditions, including available shelters and sufficient staff.
KMDA notes that very young children who cannot move independently must be carried to shelters, so each non-mobile infant requires an accompanying adult during evacuations. The report also recalled a recent development elsewhere in Ukraine — the Pisochyn community in Kharkiv region opened the country’s first underground kindergarten, “Mobile,” designed for up to 260 children and equipped for full in-person education during air-raid alerts.
